Out of control. Like when you're driving and you're yelling at the person in front of you because they cut you off. Or your kid’s doing something crazy.
My driver’s license got taken away because I was OC at the DMV.
She was OC during the test. I saw her scream at the traffic light.
He was OC in class. The teacher had to call his mom.
