A made-up rich name Kramer used to get into an apartment just so he could use the bathroom during a parade. He also brought Art Vandelay to make it look real.
Kramer said, 'I’m H. E. Pennypacker. I’m rich. I’m famous. I’m peeing in the fanciest bathroom in the city.'
He tried to take over the apartment from Kel Varnsen, but it was all a mess.
He even brought Art Vandelay to the apartment like he was a guest star.
