A Mueller Report is like a kid who lies to get out of trouble. It says one thing, then later it says something else, and everyone knows it's a lie, but no one does anything about it.
The report said he did it, then said he didn’t, then said he did it for fun.
First it said there was a plot, then it said there was no plot, then it said the plot was a prank.
He got the report, laughed, and said, 'I knew it was a lie.'
