A louie is a guy who makes stuff and posts it on a website called Tumblr, which is basically a place where people pretend they’re famous.
Louie: 'I made this thing! It’s art!' (It was a sock.)
Louie: 'I posted it on Tumblr! Now I’m famous!' (He was wearing a sock hat.)
Louie: 'I’m not famous! I’m just… slightly known!' (He was still wearing the sock hat.)
