A lame excuse that guilty people use when they're caught in a lie. It's like saying 'I don't remember' when you're clearly lying through your teeth.
'I don't recall doing that,' he said, even though the camera was right there.
'I don't recall saying that,' she lied, but everyone in the room knew she was full of crap.
'I don't recall being a crook,' he said, while the judge was reading his rap sheet.
